DESCRIPTION OF THE ASSIGNMENT
GLOBAL OBJECTIVE
The overall objective of this assignment is to support the Government of Nigeria (GoN) in the formulation of the EU-assisted Water and Sanitation Sector Reform Project in Adamawa, Ekiti and Plateau States, under the 10th EDF Country Support Strategy.
SPECIFIC OBJECTIVE(S)
The specific objective of this assignment is to produce a complete set of project formulation documents (see list in the Annex) for the project identified in the Project Identification Fiche, within the scope of the 10th EDF National Indicative Programme for Nigeria, as approved by DEVCO.
REQUIRED SERVICES
Quick Institutional Review and Capacity Assessment at State level: Review the policy/legal framework governing water and sanitation sector in each of the three States – Adamawa, Ekiti and Plateau, with particular attention to the institutional arrangement in the sector. Thereafter, conduct a rapid institutional/organisational and capacity assessment (ICA) of the institutions identified at the State level to allow for the identification of the potential implementing agency (PIA) for the urban and small town component of the proposed project (under decentralised management) in each of the three States.
Capacity Assessment of UNICEF and NAO’s Office (the International Cooperation Department).
With increasing involvement of UNICEF in EU-Water project in Nigeria (total budget of €65M) and considering the workload this entails, the consultant will assess the capacity of the Water and Environmental Sanitation (WES) Section of UNICEF-Nigeria to effectively implement the activities foreseen. The Office of the NAO, as the Contracting Authority, will be involved in the implementing the EU water projects in Nigeria, especially in the procurement of service, supply and works contracts. The consultants will also assess the capacity of the National Authorising Officer (NAO) administration, as the Contracting Authority, to successfully implement the EU water projects in Nigeria. Make recommendations to enhance the capacity of the NAO to assume its responsibilities under the EU Water projects in the 10th EDF as well as to improve dialogue and cooperation between the NAO’s office and the other stakeholders involved.
On the basis of the findings resulting, in particular, from the requested services below; prepare an Action Fiche and Technical Administrative Provisions (AF and TAPs) following the EU guidelines
On the basis of the Technical and Administrative Provisions (TAPs), the experts will prepare the Terms of Reference for the Technical Assistance Team.

Expert 1 Category – (Team Leader) (INo) Qualifications and skills:
Policy/Institutional specialist: Category – Senior.
• At least a University degree at Masters Level in Engineering, Social Sciences, Development studies, Economics, or related discipline.
• 10 years of professional working experience, of which at least 5 years must be in the water resources.
• Proven experience with institutional/organisational capacity assessment is required.
• Experience with 10th EDF project formulation exercise, including writing of Action Fiche, Technical and Administrative Provisions (TAPs) with the annexes and other formulation documents is required. Reference of previous clients is to be provided.
• Experience with 10th EDF procurement procedures for services is required.
• Experience with political economy analysis of the public sector development in the developing countries will be an advantage.
• Experience as a team leader to an EU or other donors financed missions is required.
Experts 2. 4 & 6. Category – Senior (Expert in Development/Institutional capacity assessment) (3 Nos)
QUALIFICATIONS AND SKILLS:
• At least a University degree at Masters Level in Engineering, Social Sciences,
• Development or Institutional studies, Economics, or related discipline.10
• 10 years of professional working experience, of which at least 5 years must be in the water sector.
• Proven experience with institutional/organisational capacity assessment is required. Provide client reference, please.
• Experience with analysis of cross-cutting issues (including gender, civil society, private sector participation and community management) in the water and sanitation sector. Experience with political economy analysis in the social sector is required.
• Experience in EU programming process, especially with the 10th EDF project formulation will be an advantage
Experts 3. 5 & 7. Category – Senior (Water Resources experts) (3 Nos)
QUALIFICATIONS AND SKILLS:
• At least a University degree at Masters Level in Engineering, Water Resources, Economics or related discipline.
• 10 years of professional working experience, of which at least 5 years must be in the water policy or in water supply and sanitation sub-sector.
• Experience with EDF procurement procedures for services, works and supplies is required. Experience with 10th EDF procurement rules for services will be an advantage.
• Experience with 10th EDF programming processes, including project formulation will be an advantage.

LOCATION AND DURATION
